Dear mahim,
Normally what we see with our ordinary (normal?)perception is considered Satya by majority consensus. But majority could be wrong. For example, if majority says a donkey is a horse, will donkey become horse? Yet, that is what happens under majority rule. That is Jagat Satya and Brahma Mithya.
Our ordinary perception is governed by mind and thought. At best these are inadequate equipment to perceive the entire universe, as there are forces acting which are outside the purview of space-time constraint. Mind/thought equipment is restrained by space-time limitation. Brahma is one such force.
For a minority, called Rishis,however, the contrary is true because they have tapped a resource superior to mind/thought process. They see the force of Brahma interacting in this universe. They see that we are all the time shadow boxing and getting lost in this samsara sagara!
As a matter of fact I am currently preparing an article based on Rig Veda on this issue which I shall put on blog in a few days after it is ready.

Sir I always have this doubt as to what it means when the reference is made as brahma? When reference is made to brahma, it does not usually mean the lord brahma or does it? Please explain, I am trying to understand the reference made in many contexts.

how can we claim there is any entity outside the Universe governing the universe? The Brahma may be perceived as absolute by us, but Bhagwatam says, Brahma is also not absolute, but Yog maya is absolute. how do you interpret this, please share with us.
